Mastering city specialization and district placement is crucial for maximizing your empire's efficiency and achieving victory in Age of Wonders 4. Unlike previous titles, districts offer powerful adjacency bonuses and unique structures that can transform a humble settlement into a powerhouse of production, knowledge, or military might.
Understanding District Basics
Every city starts with a central Keep. As your city grows in population, you unlock additional district slots. Each district occupies a single hex adjacent to your city's existing territory or another district. Careful planning is essential, as districts cannot be moved once built, and their placement directly impacts their effectiveness.
- District Types: There are three primary district types:
- Farm District: Focuses on Food production. Essential for population growth.
- Quarry District: Focuses on Production. Crucial for constructing buildings and units.
- Forester District: Focuses on Knowledge. Accelerates research and unlocks new Tomes.
- Adjacency Bonuses: This is where strategic placement shines. Districts gain bonuses when placed next to specific terrain features or other districts. For example, a Farm District next to a river or a Food-producing resource will yield more Food. Similarly, a Quarry District adjacent to a mountain or a Production-producing resource will generate more Production.
- Specialized Structures: Each district type allows for the construction of unique buildings within its hex, further enhancing its specialization. These structures are unlocked through research in your Tomes.
Walkthrough: Early Game Specialization
In the early game, focus on establishing a strong foundation for your capital and first few outposts. Don't try to make every city do everything; instead, lean into their natural strengths.
- Capital City - Balanced Growth: Your capital should aim for a balanced output initially.
- Initial Districts: Prioritize one Farm District and one Quarry District adjacent to your Keep. Look for hexes with Food or Production resources respectively.
- Early Structures:
- In your Farm District, build a Granary (unlocked early in the Materium Tome or through general research) to further boost Food.
- In your Quarry District, build a Workshop (general research) for increased Production.
- Expansion: As population grows, add a Forester District adjacent to a forest or a Knowledge-producing resource to kickstart your research.
- First Outpost - Resource Exploitation: Your first outpost should ideally be placed near a rich resource node or a specific terrain type you want to exploit.

- District Focus: Primarily Forester Districts. Place them adjacent to each other and any Knowledge-producing terrain (e.g., ancient ruins, mana nodes).
- Key Structures: Sages' Guild (unlocked via various Tomes, especially Astral), Observatory (Astral Tome), and Library (general research).
- Strategy: Consider building these cities in regions with low Food/Production but high Knowledge potential, or use trade routes to supply them.
- Military Production Centers: Designate cities for rapid unit recruitment.
- District Focus: Heavily invest in Quarry Districts.

- Mana: Build Mana Wells (Astral Tome) in any district, ideally near mana nodes.
