Founding Your First City

Your initial city placement is one of the most critical decisions you'll make. A well-placed capital can set the stage for a powerful empire, while a poor one can lead to early struggles.

• Resource Prioritization: When scouting for your first city, prioritize tiles that offer a balance of Food, Production, and Knowledge. Look for at least two of these resources within the initial city borders.
• Strategic Locations:
  • Rivers: Tiles adjacent to rivers often provide bonus Food and sometimes Production, making them excellent choices.
  • Resource Nodes: Keep an eye out for special resource nodes like Gold Veins (Gold), Mana Springs (Mana), or Ancient Wonders (various bonuses, often Knowledge or Influence). While you might not be able to claim them immediately, their proximity can influence future expansion.
  • Defensibility: Consider natural chokepoints or elevated terrain for easier defense against early aggressors.
• Initial Building Order:
  1. Scout Post: Build this immediately to expand your vision and identify nearby resources and potential threats.
  2. Farm: Essential for population growth. Place it on a high-Food tile.

• City Cap: Each city has a limited number of building slots. Plan your development carefully.
• Districts: These large-scale constructions provide significant bonuses and often unlock further building options.
  • Farm District: Boosts Food production in adjacent tiles. Ideal for your agricultural hubs.
  • Industrial District: Increases Production in nearby tiles. Perfect for your military or construction centers.
  • Knowledge District: Enhances Knowledge generation. Essential for your research-focused cities.
  • Market District: Improves Gold income and trade capacity.
• Specialized Buildings:
  • Military Structures: Barracks, Archery Range, Stables – these not only allow unit recruitment but often provide buffs to unit production speed or experience.

Founding New Cities

• Strategic Chokepoints: New cities can be used to block enemy movement or secure vital pathways.
• Distance from Capital: While not as restrictive as in some other 4X games, maintaining a reasonable distance helps with logistics and stability.
• Stability: New cities start with low stability. Prioritize buildings like the Town Hall and Public Forum to quickly raise it and prevent unrest.

Integrating Independent Cities

Independent cities offer a faster way to expand, but require careful management of Influence.

• Vassalage: The most common method. Spend Influence to improve relations and eventually offer vassalage. Vassals provide a portion of their income and can be integrated later.
  • Diplomatic Actions: Regularly use the "Praise" or "Send Gift" options to boost relations.
  • Quests: Completing quests for independent cities significantly increases their opinion of you.
• Integration: Once a vassal, you can spend a large amount of Gold and Influence to fully integrate them into your empire, gaining full control over their production and resources.
• Conquest: While effective, conquering independent cities often incurs a stability penalty and can sour relations with other factions. Use this as a last resort or when strategically necessary.

Advanced Economic Tips

• Trade Routes: Always maintain active trade routes with allies and neutral factions. These provide consistent Gold and sometimes other resources. The Trade Guild building significantly enhances their output.
• Pillaging: While destructive, pillaging enemy resource structures or city improvements can provide a temporary boost of resources. Use this strategically during wartime.
• Empire Development Tree: Invest heavily in the Empire Development skills. Many of these provide global bonuses to resource generation, stability, or city cap. Prioritize skills like Efficient Construction (Production) and Advanced Farming (Food).
• Hero Management: Assigning heroes to cities as governors can provide significant boosts to resource production, stability, or unit training. Match their skills to the city's specialization (e.g., a hero with +Production skills in an industrial city).
