To effectively monitor tenants and gather information for the State, you will utilize a range of specialized surveillance tools. Mastering their use is essential for completing directives, uncovering illegal activities, and maintaining your Ministry Rating.

Primary Surveillance Tools:

  • Surveillance Cameras: These are installed in tenant apartments to record their activities. To install a camera, you must first gain access to the apartment (either by picking the lock or being invited in). Once installed, you can access the camera feed from your apartment's surveillance monitor. Cameras are often required for specific Ministry directives.
  • Bugs (Listening Devices): Bugs are small devices placed in apartments to record conversations. Similar to cameras, they require access to the apartment for installation. Listening to conversations through bugs can reveal illegal activities, disloyal sentiments, or personal secrets that can be used for blackmail or reporting.
  • Keyhole Peeping: While not a physical tool, peeping through keyholes allows you to observe a tenant's immediate actions or listen to nearby conversations without entering the apartment. This is a stealthy way to gather initial information or confirm suspicions.
  • Binoculars: Used to observe tenants from a distance, often from your own apartment window or a vantage point. Useful for tracking movements or observing interactions in common areas.

Using Surveillance Effectively:

  1. Gain Access: Most tools require you to be inside the target apartment. Use lockpicks, wait for tenants to leave, or build trust to be invited in.
  2. Installation: Once inside, select the surveillance tool from your inventory and place it in an appropriate location (e.g., on a shelf for a camera, under a table for a bug).
  3. Monitoring: Return to your apartment and use the surveillance monitor to view camera feeds or listen to bug recordings. This is where you'll gather evidence.
  4. Reporting: If you discover illegal items or disloyal conversations through your surveillance, use the 'Report' option on the item or character profile to inform the Ministry.

Be aware that tenants can sometimes discover surveillance devices. If a camera or bug is found, it will be destroyed, and your relationship with that tenant may suffer. Some tenants are more observant than others. Consider installing devices when tenants are away or distracted to minimize the risk of detection.
