Steps:

- Gathering Information:
- Surveillance: Install cameras or bug the apartments of suspicious tenants. Look for conversations about illegal goods, secret meetings, or unusual deliveries.
- Searching: Once a tenant is out, search their apartment thoroughly. Pay close attention to hidden compartments, loose floorboards, or unusual furniture. The smuggler's cache is often well-hidden.
- Interrogation/Conversation: Some tenants might inadvertently reveal information if you engage them in conversation or offer them a favor.
- Identifying the Smuggler: Based on the evidence gathered, you will identify the tenant responsible for the smuggling. This often involves finding prohibited items like foreign goods, illegal literature, or contraband.
- Locating the Cache: The cache itself is a specific item or location within the smuggler's apartment. It could be a hidden safe, a box under the bed, or a secret compartment in a wall. Once found, you must interact with it to confirm it as the cache.
- Reporting: Return to your office and create a report. Select the identified smuggler, the violation (smuggling), and the evidence you gathered, including the location of the cache.
