Beyond the Rat Governor, the path forward involves navigating a river pit. You can pick up Licorice below a toppled pillar. For progression, head up the valley towards a withered tree. Along the way, you might spot an enemy at the bottom of the river pit, which is best left for later exploration. Follow the wooden path around the river pit and descend steps to the right to face a Rat Soldier and unlock the Village Entrance Shrine checkpoint.
