Upon arriving in Gallopolis, you'll learn of a monster terrorizing the kingdom. Speak to the Sultan and accept his request to deal with the monster. This will lead you to the Royal Stables, where you'll meet Sylvando, a flamboyant performer with a heart of gold. He'll offer to join your party, bringing his unique support and offensive skills.
