Frank Horrigan is the final boss of Fallout 2, a genetically engineered super mutant in advanced power armor. He is incredibly tough, deals massive damage, and is accompanied by two Enclave guards. This is the ultimate test of your character.
Phases & Weaknesses:
- Initial Encounter: Horrigan will engage you in dialogue. You can try to convince the Enclave guards to turn on him (high Speech/Charisma), which significantly eases the fight.
- Combat Phase: If dialogue fails or you choose to fight, Horrigan will attack. He uses a powerful plasma gun and a blade. He has extremely high HP and damage resistance.
Strategy:
- Target the Force Fields: Before engaging Horrigan directly, focus fire on the two force field emitters in the room. Destroying them will disable the force fields, allowing you to move freely and potentially use the turrets.
- Utilize Turrets: If you have high Science, you can hack the turrets in the room to turn against Horrigan. This provides invaluable extra firepower.
- Focus Fire: Concentrate all your attacks (and your companions' attacks) on Horrigan. Aim for his eyes or head for critical hits.
- Use Chems: Jet, Psycho, and Buffout can provide temporary boosts to AP, damage resistance, and stats, which are crucial for this fight.
- Keep Distance (if possible): Horrigan's melee attack is devastating. If you're a ranged character, try to kite him around the room.
- Companions: Ensure your companions are well-equipped and have plenty of stimpaks. They will draw fire and deal damage.
This fight is a war of attrition. Don't be afraid to use all your resources. If you managed to turn the guards and turrets, the fight becomes much more manageable. Otherwise, prepare for a brutal slugfest.
