While Shady Sands was the capital in Fallout 1, the NCR's main presence and capital in Fallout 2 is the sprawling settlement known simply as NCR City. You'll encounter the NCR's influence in various locations, most notably NCR City itself and the mining town of Redding.
Navigating NCR territory requires a keen understanding of its laws and political landscape. NCR City, in particular, is a heavily fortified and organized settlement. While not as restrictive as some other areas, maintaining a good reputation and adhering to their laws (such as holstering weapons in certain areas) will make your interactions much smoother. The NCR's expansionist goals often put them at odds with other powerful factions, such as the crime families of New Reno and the various raider groups that plague the wastes.
NCR City: The Heart of the Republic
NCR City is a massive settlement divided into several districts, each with its own unique character and inhabitants. It's here you'll find President Tandi, now a much older and wiser leader, along with various government officials, military personnel, and ordinary citizens. Your primary interactions with the NCR will likely occur within this city.
Key Quests and Interactions in NCR City:
- Meet President Tandi: Your main objective related to the NCR will be to speak with President Tandi regarding the location of Vault 13. She resides in the Presidential Palace in the northern part of the city. Gaining an audience with her requires either a high Speech skill, a good reputation with the NCR, or completing tasks for her subordinates.
- The Vault 13 Relocation: President Tandi will inform you that Vault 13 has been relocated and is now under NCR protection. She will provide you with a Holodisk containing information about its new location, which is crucial for your main quest.
- Help the Doctor at the Hospital: In the hospital district, you can find Dr. Henry. He is conducting research and may offer you a quest to retrieve a Cybernetic Dog Brain from the ruins of Vault 13 (the original, now abandoned location). This quest can lead to acquiring a powerful cybernetic dog companion, K9, if you have the necessary components and skills.
- The Brahmin Drive: Speak to the brahmin herder, Darius, in the brahmin pens. He needs help with a brahmin drive to Redding. This quest involves escorting a herd of brahmin through the wasteland, fending off raiders and other threats.
- Step 1: Talk to Darius and agree to help. You'll need to have a decent combat skill or companions to protect the herd.

- Morningstar Mine: Owned by Dan McGrew. He might ask for help dealing with the Wanamingos in the Great Wanamingo Mine.
- Great Wanamingo Mine: Infested with Wanamingos, dangerous alien creatures. You can clear them out for various NPCs, including McGrew or the Sheriff.
- Jackpot Mine: Owned by Mayor Ascorti. He might have his own problems or offer quests related to the town's security.
- Sheriff Johnson's Troubles: The local sheriff, Sheriff Johnson, is often overwhelmed by the town's problems, including drug trafficking, mine disputes, and the presence of New Reno thugs. He can offer several quests:

- Investigate the Drug Problem: Johnson is concerned about the influx of Jet into Redding. You can investigate the source of the drugs, which often leads back to the New Reno crime families. This quest can intertwine with your interactions in New Reno.
- Deal with the Wanamingos: Johnson might ask you to clear out the Great Wanamingo Mine.
