Objectives

Faction Objectives and Player Influence

General Oliver's directives are clear: ensure the Mojave is firmly under NCR control. This involves either bringing the following factions into the NCR's fold, negotiating their departure, or eliminating them entirely. Your approach to each faction will have tangible consequences for the NCR's forces at Hoover Dam.

Brotherhood of Steel (Hidden Valley Bunker)

  • NCR Objective: The NCR views the Brotherhood as a potential threat due to their advanced weaponry and isolationist tendencies. Oliver desires their disarmament and subjugation, or failing that, their complete eradication.
  • Player Approach & Impact:
    • Alliance/Truce: Completing quests for the Brotherhood, such as "Still in the Dark," and convincing Elder McNamara to join forces with the NCR (or installing a more amenable Elder like Hardin) can lead to a significant contingent of Brotherhood soldiers reinforcing the NCR at Hoover Dam. This is achieved by siding with Hardin and convincing him to send troops.
    • Destruction: If you choose to destroy the Brotherhood, either by siding with McNamara and completing his objectives or by directly attacking the bunker, the NCR will not receive their support. This weakens their overall fighting force.

Great Khans (Red Rock Canyon)

  • NCR Objective: The NCR wants the Great Khans to cease their raiding activities and leave the Mojave. Oliver sees them as a persistent nuisance and a drain on NCR resources.
  • Player Approach & Impact:
    • Negotiated Departure: By completing "Oh My Papa" and convincing Papa Khan to accept the offer of safe passage to a new territory (often facilitated by the Followers of the Apocalypse or by finding a suitable location yourself), the Khans will leave the Mojave peacefully. This prevents them from interfering with NCR operations and potentially allows some of their members to join the NCR as mercenaries if you've built enough reputation.
    • Destruction: If you eliminate the Great Khans, either through direct combat or by completing certain objectives within "Oh My Papa" that lead to their demise, the NCR avoids any further conflict with them. However, you miss out on potential allies and their unique gear.
    • Alliance (Limited): In some scenarios, if you manage to secure a deal with Caesar's Legion that involves the Khans, they may end up fighting for the Legion at Hoover Dam, thus becoming an enemy force.

Boomers (Nellis Air Force Base)

  • NCR Objective: The NCR wants the Boomers to stop their artillery barrages on NCR patrols and to integrate them into the Republic's sphere of influence.
  • Player Approach & Impact:
    • Alliance: Completing "Volare!" and gaining the Boomers' trust by helping them with their various tasks (retrieving their lost artillery shells, clearing out cazadores, etc.) and convincing Argyll to allow them to join the NCR at Hoover Dam will result in a powerful artillery bombardment supporting the NCR during the final battle. This is a significant boost to NCR firepower.
    • Neutrality/Hostility: If you fail to gain their trust or antagonize them, the Boomers will remain neutral or hostile, potentially shelling NCR positions during the battle, thus hindering their efforts.

Omertas (Gomorrah Casino, The Strip)

  • NCR Objective: The NCR wants to ensure the Omertas do not pose a threat to the Strip's stability or NCR interests. This often involves uncovering and thwarting their assassination plots.
  • Player Approach & Impact:
    • Neutralization: Completing "The Finger of Suspicion" and exposing the Omertas' plot to assassinate Mr. House and potentially the NCR ambassador will lead to their downfall. This removes a potential threat and ensures the Strip remains under NCR influence. The NCR gains no direct military support from this, but it secures a vital strategic location.
    • Failure to Act: If you fail to uncover or stop their plot, the Omertas could destabilize the Strip, potentially leading to chaos that benefits Caesar's Legion and weakens the NCR's overall position.

White Glove Society (Ultra-Luxe Casino, The Strip)

  • NCR Objective: The NCR wants to ensure the White Glove Society adheres to civilized behavior and does not engage in their cannibalistic practices, which could cause unrest and damage the NCR's image.
  • Player Approach & Impact:
    • Reformation: Completing "The Trial of the White Glove Society" and convincing the society to abandon their cannibalistic ways (often by exposing the truth or finding a new food source) will secure their loyalty and prevent them from becoming a liability. This ensures they do not actively work against the NCR and maintain order on the Strip.
    • Continued Hostility: If you fail to reform them or expose their practices without offering a solution, they may become hostile, or their actions could lead to instability on the Strip, indirectly weakening the NCR's control.

Walkthrough: Dealing with General Lee Oliver

  1. Travel to Hoover Dam: Make your way to Hoover Dam, located in the southeastern part of the Mojave Wasteland. You'll likely need to pass through NCR checkpoints.
  2. Speak with General Lee Oliver: Locate General Lee Oliver in his command tent or office within the Hoover Dam complex. He will brief you on the current situation and assign you the tasks related to securing the allegiance or neutralizing the threats posed by the various factions.
  3. Address Faction Objectives: Proceed to the locations mentioned above and undertake the relevant quests to deal with the Brotherhood of Steel, Great Khans, Boomers, Omertas, and White Glove Society.   • Boomer Artillery: Securing the Boomers' support is one of the most impactful ways to bolster the NCR's strength at Hoover Dam, thanks to their devastating artillery. Prioritize completing "Volare!" successfully.
