Unlocking Chance requires you to complete the side mission "A Right to Bear Arms," which can be found at the F.A.N.G. Center in Jacob's Region. This mission involves rescuing Chance from a cultist enclosure and then leading him to safety. Once recruited, Chance will follow your commands, engaging enemies, and even drawing aggro, allowing you to flank or pick off targets from a distance. His special ability, "Bear Attack," allows him to charge and stun multiple enemies, creating crucial openings in combat.
