While not a traditional "Gun for Hire" or "Fang for Hire" like the specialists, "The Shepherd" refers to You character's role in guiding and protecting the various civilian NPCs (non-player characters) throughout Hope County. These are the grateful citizens you rescue from Project at Eden's Gate, the ones who populate liberated outposts and resistance hideouts, and who occasionally offer side quests or valuable intel.

Your interactions with these NPCs are crucial for building the Resistance Meter in each region. Rescuing civilians from cultists, destroying cult property, and completing side missions for them directly contributes to filling this meter, ultimately leading to story missions and the eventual liberation of the region. Pay attention to their pleas for help, as they often lead to hidden stashes, new missions, or simply a safer Hope County.

Tips for being a good Shepherd:

  • Prioritize Rescues: Always stop to help civilians being harassed or captured by cultists. Not only does it boost your Resistance Meter, but it also prevents them from becoming Peggies.
  • Listen to Conversations: NPCs in liberated areas often provide hints about nearby cult activities, hidden stashes, or available side quests.
  • Defend Outposts: After liberating an outpost, cultists may attempt to retake it. Defending these locations protects the civilians who move in and ensures a safe haven for the Resistance.
  • Accept Side Missions: Many civilians will offer small tasks, from retrieving lost items to clearing out small cult patrols. These are excellent sources of cash, perk points, and Resistance Meter progress.
