Scarmiglione is the first of the Four Fiends of Elements you'll face, encountered in the Cavern of Damcyan. This battle has two distinct phases. Phase 1 (Humanoid Form): Weaknesses: Fire. Resistances: Ice, Lightning. Strategy: In his initial form, Scarmiglione is vulnerable to Fire. Have Palom cast 'Fire' and Rydia cast 'Fire' or 'Ifrit' if she has it. Cecil should use 'Attack'. Porom should focus on healing with 'Cure'. This phase is relatively straightforward. Phase 2 (Undead Form): After defeating his humanoid form, he will transform into an undead, zombie-like creature. Weaknesses: Fire, Holy, Healing spells/items. Resistances: Ice, Lightning, Dark. Strategy: In this form, Scarmiglione is undead. This means not only is he weak to Fire and Holy, but he also takes damage from healing spells and items. Have Palom and Rydia continue with 'Fire'. Cecil can use 'Attack'. Crucially, Porom can cast 'Cure' on Scarmiglione to damage him, and you can also use 'Potion' or 'Hi-Potion' on him for damage. Be aware of his 'Gas' attack, which inflicts Poison and Curse. Have Porom use 'Esuna' or Antidotes to remove status effects. Focus on Fire magic and healing items/spells to quickly dispatch his undead form.
