Each faction presents unique challenges, combat styles, and opportunities. This section details the primary enemy groups you'll encounter, offering strategies to overcome them and exploit their weaknesses.
Triads (The Golden Hand)
As Huang Lee, you are deeply entrenched within the Triad hierarchy, but internal power struggles and rival gangs mean not all Triads are allies. The Golden Hand, in particular, becomes a significant adversary.
- Typical Armament: Early encounters often feature enemies armed with Pistols and SMGs. As the game progresses, expect to face opponents with Shotguns and even occasional Assault Rifles.
- Combat Strategy:
- Cover is Key: Triad members often utilize cover effectively. Always seek your own cover behind vehicles, walls, or environmental objects.
- Headshots: Aim for headshots to quickly neutralize enemies, especially those with higher health. The game's auto-aim (if enabled) can assist with this.
- Molotovs & Grenades: Triads are susceptible to area-of-effect weapons. A well-placed Molotov Cocktail can clear out groups hiding behind cover. Grenades are excellent for flushing out enemies from tight spaces or destroying their vehicles.
- Vehicle Combat: Many Triad missions involve car chases or drive-bys. Equip an SMG or Uzi for effective drive-by shootings. Remember to swerve to avoid incoming fire.

Korean Gangs

- Aggressive Rushers: Korean gang members tend to be more aggressive than Triads, often attempting to flank you or rush your position. Be prepared for close-quarters engagements.
- Shotgun Effectiveness: Due to their aggressive nature, Shotguns are highly effective against Korean gangs. The spread damage can hit multiple targets or quickly eliminate a single rushing enemy.
- Explosives for Groups: When facing multiple Korean gang members charging you, a well-timed Grenade or Molotov can thin their numbers significantly.
- Vehicle Defense: If they pursue you in vehicles, prioritize disabling their car with an SMG or by throwing a Grenade at their vehicle.
- Exploiting Weaknesses: Their aggressive nature can be their downfall. Lure them into chokepoints or open areas where you have a clear line of sight and can utilize powerful weapons.
The Russian Mafia
While not as central to the main storyline as the Triads or Koreans, the Russian Mafia makes appearances and can be a dangerous force, particularly in certain districts.
- Typical Armament: Russians are often well-equipped, favoring Pistols, SMGs, and occasionally Assault Rifles. They may also carry more advanced weaponry in later missions.
- Combat Strategy:
- Heavy Firepower: Expect concentrated fire from Russian Mafia members. Prioritize taking out enemies with Assault Rifles first.
- Environmental Hazards: Russian encounters often take place in more industrial or confined areas. Use explosive barrels or other environmental hazards to your advantage.
- Sniper Rifle Use: For long-range engagements, especially in missions involving rooftops or elevated positions, the Sniper Rifle can be invaluable for picking off Russian targets before they get close.
- Exploiting Weaknesses: Russians tend to be more organized in their attacks. Breaking their formation with explosives or flanking maneuvers can disrupt their effectiveness.
Police (LCPD)
The Liberty City Police Department is a constant threat, especially if you accumulate a high wanted level. They are relentless and escalate their response based on your notoriety.
- Typical Armament:
- 1-2 Stars: Officers carry Pistols.
- 3 Stars: Officers use SMGs and may deploy spike strips.
- 4 Stars: SWAT teams arrive with Carbine Rifles, and Enforcers (armored vans) are deployed.
- 5 Stars: FIB agents join the pursuit, often in faster vehicles, and use advanced weaponry.
- 6 Stars: The military gets involved with tanks and heavily armed soldiers.
- Combat Strategy:
- Evade, Don't Engage: Your primary goal against the LCPD is usually evasion. Engaging them directly, especially at higher wanted levels, is a losing battle.
- Lose the Tail: Use the mini-map to find alleys, tunnels, and ramps to break line of sight. Changing vehicles can also help.
- Pay 'n' Spray: The most effective way to reduce a wanted level (up to 3 stars) is to visit a Pay 'n' Spray. Ensure you have enough cash.
- Police Bribes: Collect Police Bribes (star icons) scattered around the city to instantly reduce your wanted level by one star.
- SWAT & FIB Tactics: Against SWAT and FIB, focus on disabling their vehicles or using heavy weapons like the Flamethrower or Rocket Launcher if direct confrontation is unavoidable (e.g., during a mission).
- Tank Encounters: At 6 stars, tanks are nearly indestructible. Your only real option is to flee on foot into tight spaces where tanks cannot follow, or use a Rocket Launcher if you have one.
