Enemy Types & Tactics

Liberty City is a dangerous place, and Claude will constantly find himself at odds with various factions, from rival gangs to the relentless law enforcement. Understanding each enemy type's behavior and developing effective tactics is crucial for survival and success in Grand Theft Auto III.

Law Enforcement

The Liberty City Police Department (LCPD) and other government agencies are your most consistent adversaries once you accrue a Wanted Level. Their tactics escalate significantly with each star.

  • 1-Star Wanted Level:
    • Enemies: LCPD Patrol Officers.
    • Tactics: Officers will pursue on foot or in patrol cars. They are armed with pistols and will attempt to arrest or shoot you.
    • Engagement Strategy: At this level, it's often easiest to simply outrun them in a fast vehicle or find a secluded spot to hide until the Wanted Level dissipates. Avoid direct confrontation unless absolutely necessary, as their numbers can quickly overwhelm you.
  • 2-Star Wanted Level:
    • Enemies: LCPD Patrol Officers, increased numbers.
    • Tactics: More aggressive pursuit, roadblocks may appear. Officers will actively try to ram your vehicle or box you in.
    • Engagement Strategy: Focus on evasion. use alleys, jumps, and vehicle-destroying tactics (like driving into water or exploding cars) to shake them. If on foot, use cover and pick off officers carefully, but remember that more will arrive.
  • 3-Star Wanted Level:
    • Enemies: LCPD Patrol Officers, SWAT Teams.
    • Tactics: SWAT vans will deploy heavily armed officers wearing body armor. They carry shotguns and M16s, making them far more dangerous. They are also more resilient to damage.
    • Engagement Strategy: Direct combat is highly risky. Prioritize escaping. If forced to fight, aim for headshots to bypass body armor. Molotovs or grenades can be effective against groups of SWAT, but be careful of splash damage. A fast, durable vehicle is essential for escape.
  • 4-Star Wanted Level:
    • Enemies: LCPD Patrol Officers, SWAT Teams, FBI Agents.
    • Tactics: FBI cars (black Sedans) will join the pursuit. FBI agents are well-armed with M16s and are very accurate. They are relentless and will pursue you across islands.
    • Engagement Strategy: Survival becomes extremely difficult. Your best bet is to find a Pay 'n' Spray or a hidden safe house immediately. If you must fight, use powerful weapons like the Rocket Launcher or Sniper Rifle from a safe distance. Avoid open areas.
  • 5-Star Wanted Level:
    • Enemies: LCPD Patrol Officers, SWAT Teams, FBI Agents, Army Soldiers.
    • Tactics: Army tanks and soldiers armed with M16s will join the fray. Tanks are incredibly durable and can crush your vehicle instantly. Soldiers are highly aggressive and accurate.
    • Engagement Strategy: This level is virtually a death sentence. Your only hope is a well-placed tank (if you can steal one) or an incredibly lucky escape to a Pay 'n' Spray. Tanks are vulnerable to rocket launchers or sustained heavy weapon fire, but engaging them directly is suicidal on foot.
  • 6-Star Wanted Level:
    • Enemies: Overwhelming numbers of all previous law enforcement types, including multiple tanks.
    • Tactics: The entire city's law enforcement seems to be after you. Tanks are everywhere, and you will be constantly under fire.
    • Engagement Strategy: There is no viable combat strategy here. Your only option is to find a Pay 'n' Spray or die trying. This level is primarily for chaos and testing your evasion skills.

Gang Members

Liberty City is divided by various criminal organizations, each with their own territory, vehicles, and preferred weapons. Antagonizing one gang can lead to them attacking you on sight in their territory.

Portland Island Gangs:

  • The Leone Family:
    • Territory: Saint Mark's, Portland Beach, Portland View, Red Light District.
    • Appearance: Dark suits, often with fedoras.
    • Weapons: Pistols, Shotguns.
    • Vehicle: Leone Sentinel (dark blue/black Sentinel).
    • Tactics: They are a well-organized mafia family. They will attack if provoked or if you are on missions against them. They tend to stick together in groups.
    • Engagement Strategy: Early in the game, they can be tough. Use cover and prioritize taking out shotgun-wielding members first. Later, with better weapons, they become less of a threat unless in large numbers.
  • The Triads:
    • Territory: Chinatown, Callahan Point.
    • Appearance: Blue overalls.
    • Weapons: Pistols, Baseball Bats.
    • Vehicle: Triad Fish Van.
    • Tactics: They are aggressive, especially in their territory. They often attack with bats in close quarters, which can be surprisingly damaging.
    • Engagement Strategy: Keep your distance from bat-wielding Triads. Use drive-bys or ranged weapons. Their Fish Vans are slow but durable; avoid getting rammed.
  • The Diablos:
    • Territory: Hepburn Heights, Red Light District.
    • Appearance: Red bandanas, sometimes sleeveless shirts.
    • Weapons: Pistols, Baseball Bats.
    • Vehicle: Diablo Stallion (red Stallion).
    • Tactics: Similar to the Triads in their aggression and weapon choice. They are often found in groups.
    • Engagement Strategy: Maintain distance and use firearms. Their Stallions are fast, so be prepared for drive-by attacks.

Staunton Island Gangs:

  • The Yakuza:
    • Territory: Fort Staunton, Torrington, Newport.
    • Appearance: Dark suits, sometimes with distinct tattoos.
    • Weapons: Pistols, Uzis.
    • Vehicle: Yakuza Stinger (white Stinger).
    • Tactics: Highly organized and dangerous. They are often encountered in well-armed groups and are known for their Uzi drive-bys.
    • Engagement Strategy: The Yakuza are a significant threat. Their Uzis can shred your health quickly. Prioritize taking them out from a distance or using explosives. Their Stingers are fast and can be hard to shake.
  • The Yardies:
    • Territory: Belleville Park, Bedford Point.
    • Appearance: Rasta-style clothing, dreadlocks.
    • Weapons: Pistols, Uzis.
    • Vehicle: Yardie Lobo (purple Lobo with hydraulics).
    • Tactics: Similar to the Yakuza in their use of Uzis and aggressive drive-bys. They are often found in their distinctive hydraulic Lobos.
    • Engagement Strategy: Treat them like the Yakuza; they are dangerous. Use cover, powerful weapons, and avoid getting caught in crossfire. Their Lobos can be fun to steal, but be careful of their occupants.

Shoreside Vale Gangs:

  • The Colombian Cartel:
    • Territory: Pike Creek, Cochrane Dam, Francis International Airport, Cedar Grove.
    • Appearance: Hawaiian shirts, sometimes with bandanas.
    • Weapons: Uzis, M16s.
    • Vehicle: Cartel Cruiser (green/yellow Perennial).
    • Tactics: Extremely dangerous and well-armed. They are often found in large groups and are not afraid to use heavy firepower. They are a primary antagonist throughout the latter half of the game.
    • Engagement Strategy: The Cartel are arguably the toughest gang. Their M16s can kill you very quickly. Always approach their territory with a full health and armor, and powerful weapons like the M16, Shotgun, or Rocket Launcher. Use vehicles for cover and drive-bys, and be prepared for intense firefights.
  • The Hoods (Southside Hoods):
    • Territory: Wichita Gardens, Aspatria.
    • Appearance: Green tracksuits.
    • Weapons: Pistols, Uzis.
    • Vehicle: Hoods Rumpo (green Rumpo).
    • Tactics: Less organized than the Cartel but still dangerous in their territory. They often patrol in groups and will engage if provoked.
    • Engagement Strategy: While not as formidable as the Cartel, their Uzis can still be deadly. Use standard combat tactics: cover, ranged attacks, and avoiding being outnumbered.

General Combat Tactics:

  • use Cover: Many environments offer walls, cars, or other objects to hide behind. Use these to break line of sight and reload or recover health.
  • Drive-bys: When in a vehicle, you can aim and shoot out the side windows with an Uzi. This is incredibly effective against groups of enemies or pursuing vehicles.
  • Headshots: Aiming for the head deals significantly more damage and is crucial against armored enemies like SWAT or to conserve ammo.
  • Explosives: Grenades and Molotovs are excellent for clearing out groups of enemies or destroying vehicles. Be mindful of your own proximity to the blast.
  • Vehicle as a Weapon: Ramming enemies with your car can be effective, especially against unarmored gang members. However, this can damage your vehicle and attract police attention.
  • Weapon Prioritization: Always carry several weapons. A pistol for general use, a shotgun for close quarters, an Uzi for drive-bys, and an M16 or Sniper Rifle for longer ranges or tougher enemies.
  • Health and Armor: Always seek out health pickups (hearts) and body armor vests when available, especially before engaging in major confrontations.
  • Pay 'n' Spray: This is your best friend for escaping Wanted Levels. Learn the locations of Pay 'n' Sprays in each district.
  • Safe Houses: Saving your game at a safe house will clear your Wanted Level and restore health.

Mastering these tactics and understanding your enemies will turn Claude from a fresh-out-of-the-slammer nobody into the undisputed kingpin of Liberty City.
