To change Niko's outfit:

Head to any of Niko's safehouses (e.g., the apartment in Hove Beach, Broker, or the apartment in Algonquin).
Locate the wardrobe or closet within the safehouse.
Interact with the wardrobe to access your clothing inventory.
Select the desired outfit components (tops, bottoms, shoes, accessories) to create your look.
Confirm your selection to change Niko's attire.

Barbershops

A fresh haircut and a well-groomed beard can drastically alter Niko's appearance. Barbershops are scattered throughout Liberty City and offer various styles for both hair and facial hair.
