Recommended Strategy:
Character Switching: As Michael, you'll be piloting the submarine. Focus on navigating to the cargo and retrieving the device efficiently. Once the combat starts, switch to Franklin or Trevor in the helicopter/boat. Franklin's shooting skill can be useful for taking down enemies on boats, while Trevor's rage mode is excellent for dealing with multiple targets or helicopters.
Weaponry: For the aerial/boat combat, ensure your chosen character has a good Assault Rifle or Minigun (if available). The Minigun is highly effective against Merryweather boats and helicopters. If using the helicopter, aim for the engines of enemy choppers.
Underwater: Maximize Michael's Lung Capacity skill before this mission to stay underwater longer. Follow the sonar carefully to locate the device. Be aware of sharks, though they are generally not a major threat during the mission.
Combat Focus: Prioritize enemy helicopters as they pose the biggest threat. Use cover if possible on the boat. Keep moving to avoid incoming fire. The mission requires a balance of precision and aggressive offense.
