Recommended Strategy:

Character Switching: As Michael, you'll be piloting the submarine. Focus on navigating to the cargo and retrieving the device efficiently. Once the combat starts, switch to Franklin or Trevor in the helicopter/boat. Franklin's shooting skill can be useful for taking down enemies on boats, while Trevor's rage mode is excellent for dealing with multiple targets or helicopters.
