Empire Building is a core side activity that allows Victor to establish and manage various illicit businesses across Vice City. By taking over rival gang properties, you can convert them into your own operations, such as Protection Rackets, Loan Shark operations, Drug Smuggling, Prostitution, Robbery, and Smuggling. Each business type generates different amounts of income and has unique management missions. To start, find a rival gang's business (marked by a colored icon on the map) and eliminate the guards. Once clear, you can purchase the property and choose its business type. Upgrading your businesses (by completing specific missions for them) increases their income and security. Regularly visit your businesses to collect profits and defend them from rival attacks.
