The boss of the Garden Suites is Dr. Potter, a ghostly gardener. He'll attack you with giant plants and thorny vines. To defeat him, you need to use the water cans scattered around the arena. Stun him with your Strobulb, then use the Suction Shot to grab a water can and spray it at his plant. This will expose him, allowing you to vacuum and slam him. Repeat this process while dodging his attacks to claim the elevator button.
