Monsoon's magnetic abilities make him invulnerable to direct attacks. You must parry his attacks to stun him, then use Blade Mode to slice his body parts. When he throws objects, use Blade Mode to cut them into pieces and throw them back. This will break his magnetic field and allow for direct damage.
