Your target will be marked on your radar. They are usually a higher-ranking soldier or someone with unique skills. Once you locate them, incapacitate them non-lethally. The best method is a tranquilizer headshot or a CQC choke. Once they are unconscious, approach their body and press the X button to drag them. Drag the target to the back of your extraction truck, which will be marked on your map. Be careful not to be detected while dragging, as it slows you down significantly. Once the target is in the truck, proceed to the extraction point to complete the mission and add your first recruit to your team.
