Upon surfacing from the water, you'll find yourself in the dock area. Immediately crawl under the truck to avoid the first guard's patrol. Head north, staying close to the wall to avoid the security camera. There's a small vent on the east side of the helipad building; crawl through it to gain access to the facility. Be mindful of the guard patrolling the helipad itself. If you're spotted, quickly hide and wait for the alert to subside. Your goal is to reach the vent without engaging in combat if possible. Collect the Thermal Goggles from the truck if you can, they will be useful later.
