Progress for the Botanical Research Center is tied to several in-game actions:

Finding a monster, with low, high, and master ranks counting separately.
Capturing monsters, where low, high, and master ranks are distinct.
Talking to Villagers marked with a (!) in Astera, Research Base, or Seliana.
Completing previous Optional Quests.
Encountering randomly available Rare encounters that last for two quests before disappearing.
Fully researching monsters, which means filling out all tabs in the monster manual.

Upon returning to Astera, you will need to establish more base camps in the Ancient Forest. This is achieved through Expeditions, a type of free-roam quest. Expeditions allow you to hunt monsters, collect resources, and more, without a time limit or fail count. Monsters you encounter during Expeditions will eventually flee, so hunt them quickly.
