The PIDF Tower is typically found in the central-northern part of the Frozen Tundra. Marcus and his Fire/Dragon-type Pal, Faleris, are a formidable duo. Faleris is weak to Water and Dragon-type Pals. Bring your strongest Water and Dragon Pals (e.g., Jormuntide, Astegon, Jetragon if you've found one). Faleris has devastating fire breath and aerial attacks. Focus on dodging and exploiting its elemental weaknesses. This is a tough fight, so ensure your Pals are high level and your gear is top-tier.
