Best Personas for Fusion

Fusion is the cornerstone of power in Persona 3 Portable. While every Persona has its uses, some stand out as exceptional fusion fodder or powerful end-products due to their innate skills, resistances, or ease of acquisition. This section will guide you through some of the most impactful Personas to prioritize for fusion throughout your journey.

Early Game (April - June)

In the early stages, your focus should be on covering elemental weaknesses and acquiring basic healing/support skills. Don't be afraid to experiment, as Personas are cheap to resummon from the Compendium at this point.

  • Orpheus (Fool, Level 1): Your starting Persona. While not powerful on its own, Orpheus is crucial for early fusions, especially for creating Personas that inherit his Agi skill. Keep him registered in the Compendium.
  • Apsaras (Priestess, Level 4): Easily obtained in the early floors of Tartarus (Thebel Block). Apsaras learns Bufu, a valuable ice skill. Fuse her with Orpheus to get a Persona with both Agi and Bufu, or use her to pass Bufu to other early-game Personas.
  • Jack Frost (Magician, Level 8): A classic Persona and a strong early-game ice spellcaster. Jack Frost naturally learns Bufu and Mabufu. Fuse him with a Persona like Omoikane (Hierophant) to get a stronger ice user or to pass these skills onto a more durable Persona.
  • Valkyrie (Strength, Level 10): Found in Thebel Block. Valkyrie learns Cleave and Power Slash, making her a decent physical attacker. She's also useful for passing physical skills to other Personas.
  • Titan (Strength, Level 17): A sturdy physical attacker found in Arqa Block. Titan learns Gigantic Fist and has good HP. He's a great choice for inheriting physical skills from Valkyrie or other Strength Personas.

Mid Game (July - September)

As you progress into the Arqa and Yabbashah Blocks of Tartarus, you'll need Personas with stronger elemental attacks, basic healing, and some status effect capabilities. Look for Personas that can cover multiple roles or have useful resistances.

  • King Frost (Emperor, Level 22): A fantastic ice Persona. King Frost learns Bufula and Ice Break. He's a strong candidate for inheriting Mabufula from a higher-level Persona or for passing his powerful ice skills to others. Fuse him using Jack Frost and other ice-aligned Personas.
  • Lamia (Hermit, Level 26): Found in Arqa Block. Lamia learns Maragi and Agilao, making her a good fire spellcaster. She's also useful for passing these skills to Personas with better resistances.
  • Sarasvati (Priestess, Level 27): A solid healing Persona. Sarasvati learns Media and Recarm. Fuse her with a Persona like High Pixie (Priestess) to get a stronger healer or to pass these vital support skills.
  • Genbu (Temperance, Level 31): Found in Yabbashah Block. Genbu learns Mabufu and Zionga, offering both ice and electric damage. He's a versatile Persona for covering multiple elemental weaknesses.
  • Orthrus (Hanged Man, Level 32): A strong fire Persona with good physical attacks. Orthrus learns Agilao and Maragi. He's excellent for passing fire skills or for maintaining as a dedicated fire attacker.

Late Game (October - December)

By now, you should be focusing on Personas with advanced elemental spells, powerful physical attacks, and robust support capabilities. Prioritize Personas with good resistances and minimal weaknesses.

  • Siegfried (Strength, Level 50): A powerhouse physical attacker. Siegfried learns Vorpal Blade and Power Charge. He's an absolute must-have for dealing massive physical damage. Fuse him using Personas like Valkyrie and Titan, ensuring he inherits Power Charge if possible.
  • Rangda (Magician, Level 52): Rangda is invaluable for her Repel Physical skill. While her offensive capabilities aren't top-tier, her ability to nullify physical damage makes her a fantastic defensive Persona, especially against certain bosses. Fuse her to pass Repel Physical to other Personas.
  • Surt (Magician, Level 56): The ultimate fire Persona. Surt learns Ragnarok, the strongest single-target fire spell. Fuse him with Personas that can pass him Fire Boost and Fire Amp for maximum damage.
  • Skadi (Empress, Level 58): The ultimate ice Persona. Skadi learns Niflheim, the strongest single-target ice spell. Similar to Surt, aim to pass her Ice Boost and Ice Amp through fusion.
  • Thor (Chariot, Level 53): A strong electric Persona. Thor learns Maziodyne and Elec Break. He's an excellent choice for electric damage and for passing these skills to other Personas.
  • Cybele (Priestess, Level 68): A top-tier healing Persona. Cybele learns Samarecarm and Mediarahan, making her an indispensable healer for your team. Fuse her with Personas that can pass her Spell Master for reduced SP cost.

End Game / Post-Game (January - March / New Game+)

At this stage, you're aiming for Personas with the best skills, resistances, and stat distributions. This often involves extensive skill card usage and careful inheritance planning.

  • Messiah (Judgement, Level 90): The protagonist's ultimate Persona. Messiah learns God's Hand and Salvation. He has excellent resistances and is a prime candidate for inheriting top-tier skills via fusion and skill cards, such as Victory Cry or Spell Master.
  • Lucifer (Star, Level 89): A powerful Persona with great stats and resistances. Lucifer learns Victory Cry, a game-changing skill that fully restores HP and SP after battle. Fuse him to pass Victory Cry to your other powerful Personas.
  • Helel (Star, Level 88): Helel learns Morning Star, a devastating Almighty attack. Combine this with Mind Charge and Almighty Boost/Amp (via skill cards) for incredible damage.
  • Satan (Judgement, Level 87): Satan learns Black Viper, another potent Almighty attack. Like Helel, he benefits greatly from Almighty Boost/Amp and Mind Charge.
  • Alilat (Empress, Level 85): Alilat is notable for her Repel Ice and Repel Wind skills, as well as her high Magic stat. She's an excellent choice for a dedicated elemental caster, especially if you can pass her a full set of elemental boosts/amps.

General Fusion Tips

  • Social Links are Key: Maxing out Social Links grants a massive experience bonus to newly fused Personas of that Arcana. Prioritize Social Links to make powerful Personas much earlier.
  • Skill Cards: Don't underestimate Skill Cards! They allow you to customize your Personas with skills they wouldn't normally inherit, making powerful combinations possible. Acquire them from Shuffle Time, Monad, or through specific Persona fusions.
  • Compendium Management: Register Personas with desirable skills before fusing them away. This allows you to resummon them later to pass those skills to new fusions. Update your Compendium frequently, especially after leveling up Personas or acquiring new skills.
  • Elemental Coverage: Always aim to have Personas that can hit all elemental weaknesses (Fire, Ice, Electric, Wind, Light, Dark). This is crucial for exploiting weaknesses and initiating All-Out Attacks.
  • Support Skills: Don't neglect support Personas. Healing (Media, Mediarahan), stat buffs (Tarukaja, Rakukaja, Sukukaja), and debuffs (Tarunda, Rakunda, Sukunda) are essential for challenging encounters.
