From Sunyshore City, head north onto Route 223. This is a water route, so you'll need a Pokémon with Surf. There are many trainers on this route, so it's a good opportunity to level up your team. At the end of Route 223, you'll reach the entrance to Victory Road. Heal your Pokémon at the Pokémon Center before entering.
