After Fortree, head east to Route 120. You'll need the Devon Scope (given by Steven) to reveal invisible Kecleon blocking your path. Continue through Route 121, where you'll find the Safari Zone, and then reach Lilycove City. This large city has a Department Store, Contest Hall, and the Team Aqua/Magma Hideout. You'll need to infiltrate the hideout later.
