After defeating Norman, head east from Mauville City across Route 118. You'll need Surf to cross the water. On the other side, you'll meet Steven again. Continue through Route 119, which features tall grass and the Weather Institute. You'll encounter Team Aqua/Magma there. After resolving the situation, proceed to Fortree City, a unique town built in the treetops.
