After defeating Blaine, you'll learn that the Viridian City Gym Leader has returned. Fly back to Viridian City. The Gym, previously blocked, is now open. Prepare for your final Gym challenge against the mysterious leader. This will be a tough battle, so ensure your team is well-trained and diverse. Earning your eighth badge will grant you access to Victory Road and the Pokémon League.
