Strategy:
Giovanni specializes in Ground-type Pokémon. They are weak to Water, Grass, and Ice-type moves. A strong Water-type like Blastoise or Vaporeon, or a Grass-type like Venusaur or Victreebel, will be excellent choices. Ice-type moves from Pokémon like Jynx or Lapras are also very effective. Be aware of Nidoqueen and Nidoking's Poison typing, which adds a weakness to Psychic moves. His Rhydon is particularly bulky and hits hard.
