Phoebe is the second member of the Elite Four and specializes in Ghost-type Pokémon. Ghost types are weak to Ghost and Dark. Her team consists of Dusclops (Lv. 46), Banette (Lv. 48), Sableye (Lv. 46), Dusclops (Lv. 49), and Banette (Lv. 46). Ghost and Dark-type moves are super effective. Sableye has no weaknesses in Gen 3 due to its Ghost/Dark typing, so use strong neutral attacks against it. Dusclops has high defenses, so focus on special attacks if possible. Be careful of Banette's high Attack. A strong Dark-type like Absol or a Ghost-type like Banette (if you caught one) will be very useful. Psychic-type Pokémon are resistant to Ghost moves, making them good defensive options.
