Once you have the T-Bar Valve Handle, use it to open the door leading to the Bottom Waterway and eventually to the Garbage Incinerator. This area also contains various weapon upgrades and ammo, so explore thoroughly. The Workroom also has a safe with valuable items; the combination is L2, R12, L8.
