The nightmare begins in Jill's apartment. After the initial cutscenes, you'll gain control. Explore the apartment to familiarize yourself with the controls and pick up the Handgun and some Handgun Ammo. The first encounter with Nemesis is scripted; focus on running and dodging his attacks. Your primary goal is to escape the building and reach the streets of Raccoon City. Don't waste precious ammo trying to fight Nemesis here; it's a losing battle. Follow the linear path, interacting with environmental elements to progress. Remember to check your map frequently for your next objective.
