There are many opportunities to go airborne using springs and ramps. Look for the first Special Ring shortly after the initial set of loops; it's often found on a higher path or behind a destructible wall. Utilize the grind rails to cover large distances quickly and avoid ground-based enemies. Don't be afraid to experiment with different routes, as some paths are faster or lead to more rings. The act is designed to teach you the flow of the game, so prioritize speed and smooth transitions between platforms.
