Chaos 0 is the first boss you'll encounter as Sonic. He's a relatively simple boss, serving as an introduction to boss mechanics. Chaos 0 will primarily attack by lunging at you or by extending his watery arms. His main weakness is his brain, which is exposed after he performs certain attacks. When he lunges, dodge out of the way. After he misses, he'll often be momentarily stunned, leaving his brain vulnerable. Use a Homing Attack to strike him. Alternatively, if he extends his arms, you can Homing Attack his arms to bounce off them and then quickly Homing Attack his head. Repeat this process a few times, dodging his attacks and striking when his brain is exposed. He has no complex phases, just a straightforward pattern of attack, dodge, and counter. Stay agile and patient, and he'll be defeated quickly.
