Objectives:

- Defeat the 'Shadow Operatives' (new enemy type).
- Collect intel from a defeated operative.
Strategy:
Return to Metro City and head to the newly unlocked industrial district. You'll encounter 'Shadow Operatives,' who are tougher than regular thugs and often fight in groups of two or three. They use more advanced fighting techniques and sometimes have unique special moves. Focus on isolating them and using your most damaging combos. After defeating a specific operative (marked on your map), they will drop a piece of intel. Pick it up to advance the quest. This intel will hint at a larger organization at play.
