The political landscape of Vvardenfell's Grand Council, presided over by Lord Vedam Dren, Duke of Ebonheart and Vvardenfell, is dominated by five interest groups:

  • The three Great Houses: House Redoran, House Hlaalu, and House Telvanni.
  • The Temple: Champions of ancient Dunmer customs and the native religion, venerating the three immortal god-kings: Lord Vivec, Lord Sotha Sil, and Lady Almalexia.
  • The Imperial colonists: Allied with House Hlaalu, they favor progress, tolerant polytheism, free trade, and exploitation of Vvardenfell's resources.

House Redoran and the Temple uphold traditional Dunmer customs, while Imperial colonists and House Hlaalu share tastes for progress and resource exploitation. House Telvanni's sorcerer-lords are unpredictable, allying or opposing factions for their own obscure reasons. The Imperial Legions maintain order, preventing civil unrest, but their protection does not extend to the sparsely inhabited wastelands where bandits, necromancers, witches, fiends, and grotesque monstrosities reside.
