On the Final Night, at midnight, the Skull Kid will appear atop the Clock Tower. You must reach him before the moon crashes. Use the Deku Flower in front of the Clock Tower to launch yourself up to the top. Confront the Skull Kid, and he will drop your Ocarina of Time. This is a critical item, as it allows you to play songs and manipulate time, including the essential Song of Time.
