Lore & Factions
Welcome, prospective colonist, to the Halcyon star system! Understanding the intricate web of corporations, ideologies, and desperate survivors is paramount to navigating the treacherous politics and making your mark (or just surviving) in The Outer Worlds. This section will delve into the major players, their motivations, and how your choices will impact your standing with them.
The Board
The undisputed, iron-fisted rulers of Halcyon, The Board is a consortium of mega-corporations that control every aspect of colonial life, from the air you breathe to the food you eat. Their primary goal is profit and absolute control, often at the expense of individual liberty and well-being. They believe in a strict, hierarchical system where everyone has a designated place, and deviation is met with swift, often brutal, consequences.
- Key Ideology: Corporate totalitarianism, efficiency, profit above all else.
- Initial Interaction: Your first major encounter with The Board's influence is upon landing on Terra 2 and interacting with its various corporate entities. Expect to see their branding everywhere.
- Walkthrough Tip: Early in the game, when you first arrive at the Emerald Vale Community Center in Edgewater, you'll be tasked by Reed Tobson (a Board representative) to divert power from the Botanical Lab to Edgewater. This is a critical early choice that immediately impacts your standing with both The Board and the Deserters.
- Reputation Management: Assisting Board-aligned characters and completing their quests will increase your reputation with them. Conversely, aiding their enemies (like Phineas Welles or the Deserters) will decrease it. High Board reputation can grant discounts at corporate vendors and unlock specific dialogue options, but often at the cost of other factions.
- Notable Quests:
- Comes Now the Power: (Edgewater) Decide the fate of Edgewater's power supply.
- The Distress Signal: (Groundbreaker) Investigate a distress signal for UDL, a Board subsidiary.
- Foundation: (Byzantium) A major questline involving the inner workings of The Board.
Phineas Welles & The Deserters
Dr. Phineas Welles is a brilliant, albeit rogue, scientist who believes The Board's methods are leading Halcyon to ruin. He seeks to awaken the colonists from the Hope, a lost colony ship, and restore true life to the system. The Deserters are those who have abandoned The Board's oppressive control, often living on the fringes of society or in hidden settlements.
- Key Ideology: Freedom, scientific advancement, challenging corporate control.
- Initial Interaction: You are awakened by Phineas Welles himself at the very beginning of the game. He is your initial benefactor and guide.
- Walkthrough Tip: After you land on Terra 2, Phineas will direct you to Edgewater to find a power regulator. Your choices in the Comes Now the Power quest directly impact your relationship with the Deserters led by Grace Romero and Adelaide McDevitt at the Botanical Lab. Siding with them by diverting power to the Botanical Lab will gain you their trust and often lead to unique companion recruitment opportunities.
- Reputation Management: Supporting Phineas and the Deserters will naturally improve your standing with them. This often means working against The Board's interests. High reputation can lead to unique questlines, companion loyalty missions, and access to specialized gear.
- Notable Quests:
- Stranger in a Strange Land: (Phineas' Lab) Your introductory quest, setting the stage for your allegiance.
- The Empty Man: (Monarch) A critical quest involving Phineas's research and the Hope.
- The City and the Stars: (Byzantium) A major quest for Phineas that involves infiltrating Board facilities.
The Iconoclasts
Found primarily on Monarch, the Iconoclasts are a faction of independent, often anarchistic, individuals who have rejected The Board's authority entirely. They are a diverse group, united by their desire for self-determination and their disdain for corporate rule. They are often at odds with the Monarch Stellar Industries (MSI) faction.
- Key Ideology: Independence, anti-corporate sentiment, self-governance.
- Initial Interaction: You will first encounter the Iconoclasts upon arriving on Monarch, specifically in the settlement of Stellar Bay or their hidden camps.
- Walkthrough Tip: Upon reaching Stellar Bay, you'll be directed to speak with Graham Bryant, the leader of the Iconoclasts. He will offer you quests like The Chimerist's Last Experiment which involves retrieving a research item from a dangerous area. Completing these quests for Graham will improve your standing. Be aware that Monarch is a warzone between the Iconoclasts and MSI, so your actions for one will often negatively impact the other.
- Reputation Management: Completing quests for Graham Bryant and his followers will increase your Iconoclast reputation. This can unlock unique vendors, side quests, and influence the outcome of the Monarch storyline.
- Notable Quests:
- The Chimerist's Last Experiment: (Monarch) Retrieve important research for Graham.
- Errors Unseen: (Monarch) Help the Iconoclasts deal with a dangerous creature.
- Radio Free Monarch: (Monarch) A pivotal quest that forces you to choose between the Iconoclasts and MSI.
Monarch Stellar Industries (MSI)
Also located on Monarch, MSI is a corporate entity that, while technically still under The Board's umbrella, operates with a significant degree of autonomy due to Monarch's remote and dangerous nature. They are in a constant struggle with the Iconoclasts for control of the planet's resources and settlements.
- Key Ideology: Corporate expansion, resource control, maintaining order (their order).
- Initial Interaction: You will encounter MSI personnel and their leader, Sanjar Nandi, in Stellar Bay on Monarch.
- Walkthrough Tip: Sanjar Nandi, the pragmatic leader of MSI, will offer you quests such as The Commuter, which involves investigating a missing communication relay. Helping MSI will improve your standing with them, but often at the expense of the Iconoclasts. You can often find valuable MSI-branded weapons and armor from defeated enemies or their supply caches around Stellar Bay.
- Reputation Management: Assisting Sanjar Nandi and his forces will improve your MSI reputation. This can lead to different quest resolutions on Monarch, access to unique gear, and influence the overall power balance of the planet.
- Notable Quests:
- The Commuter: (Monarch) Investigate a communication issue for Sanjar.
- Sucker Bait: (Monarch) Help MSI deal with a dangerous creature threat.
- Radio Free Monarch: (Monarch) The quest where your allegiance on Monarch is solidified.
Sublight Salvage & Shipping
A morally ambiguous shipping and salvage company that operates throughout Halcyon. They are primarily concerned with profit and will often engage in illicit activities if it means a bigger payout. They are not directly aligned with The Board or Phineas, making them a neutral, yet opportunistic, force.
- Key Ideology: Profit, independence, cutthroat business practices.
- Initial Interaction: You'll likely first encounter Sublight representatives on the Groundbreaker, particularly Gladys in the Rest-N-Go, who acts as an information broker and quest giver.
- Walkthrough Tip: Gladys on the Groundbreaker is your main point of contact for Sublight. She offers the crucial quest Passage to Anywhere, which requires you to acquire 10,000 bits for a Navkey to Monarch. While not directly a Sublight quest, completing it and other tasks for her will improve your standing with the general underworld elements she represents. Later, you'll meet Lilya Hagen who offers more direct Sublight contracts.
- Reputation Management: Completing quests for Sublight personnel, especially those involving smuggling or less-than-legal activities, will boost your reputation. This can lead to unique black market items and alternative quest solutions.
- Notable Quests:
- The Distress Signal: (Groundbreaker) While technically a UDL quest, Gladys offers a different path.
- The Ice Palace: (Groundbreaker) A quest from Lilya Hagen involving a dangerous salvage operation.
- Slaughterhouse Clive: (Monarch) A bounty hunt quest from Lilya Hagen.
Remember, your choices have consequences. Aligning too strongly with one faction will inevitably alienate others. Consider your long-term goals and the type of hero (or villain) you wish to be in the Halcyon colony!
