Upon insertion, you'll be on a rocky beach. Head towards the lighthouse, staying low and using the terrain for cover. There's usually one guard patrolling the immediate area. Observe his pattern and either slip past or perform a silent takedown. Look for a drainpipe or an open window to gain access to the lighthouse structure. The exterior is well-lit in some areas, so stick to the shadows near the cliffs. Avoid the main entrance if possible, as it's often guarded.
