Tojo Clan Turmoil
Upon Kiryu's return to Kamurocho, he is immediately thrust into the heart of a brewing storm within the Tojo Clan. The once-stable organization is now fractured, riddled with internal power struggles and suspicious activities that threaten to tear it apart. This section will guide you through navigating these treacherous waters, from gathering intelligence to confronting the architects of the clan's disarray.
Phase 1: Gathering Intelligence in Kamurocho
Your first priority is to understand the scope of the crisis. Kiryu's trusted ally, Detective Date, holds key information that will set you on the right path.
- Objective: Meet with Date-san.
- Location: New Serena bar, located in the Champion District of Kamurocho.
- Action: Head directly to the New Serena. Upon entering, a cutscene will trigger where Date-san will brief Kiryu on the escalating tensions within the Tojo Clan, specifically mentioning the power vacuum left by the previous chairman and the suspicious movements of certain high-ranking members. He'll hint at a deeper conspiracy at play.
- Reward: Updated objective to infiltrate the Tojo Clan Headquarters.
Phase 2: Infiltrating the Tojo Clan Headquarters
The heart of the conspiracy lies within the heavily guarded Tojo Clan Headquarters. This will be a multi-floor gauntlet, testing your combat prowess against waves of determined yakuza.
- Objective: Infiltrate the Tojo Clan Headquarters.
- Location: Tojo Clan Headquarters, located in the northern part of Kamurocho.
- Preparation: Before entering, ensure Kiryu is well-equipped.
- Healing Items: Stock up on Staminan Royale, Toughness Infinity, and various health drinks. Expect sustained combat.
- Weaponry: While Kiryu is a master hand-to-hand combatant, having a durable weapon like a Steel Pipe or a Katana can help manage crowds. Consider equipping a Bulletproof Vest for added defense.
- Heat Gauge: Enter with a full Heat Gauge to immediately unleash powerful Heat Actions.
Navigating the Headquarters: Floor-by-Floor Strategy
The headquarters is a linear progression upwards, but each floor presents unique challenges. Expect a mix of enemy types, from standard grunts to more resilient enforcers.
- Ground Floor & Lobby:
- Enemies: Primarily low-tier yakuza members armed with fists, knives, and occasionally short pipes.
- Strategy: Focus on crowd control. use wide-arc attacks and prioritize enemies with weapons. The Rush Style (if unlocked) can be effective for quickly dispatching multiple foes. Look for environmental objects (chairs, potted plants) to use as weapons.
- Tips: Don't be afraid to use your Heat Actions early to thin out the initial waves.
- First & Second Floors (Office Areas):
- Enemies: More varied, including mid-tier yakuza and a few stronger "muscle" types who can absorb more damage. Some may carry firearms (pistols).
- Strategy: Prioritize gun-wielding enemies immediately. Use quicksteps to close the distance and disarm them. The Brawler Style's powerful finishers are excellent for taking down the tougher enemies. Be mindful of tight corridors which can make dodging difficult.
- Loot: Check desks and offices for healing items or cash.
- Third Floor (Meeting Rooms & Executive Offices):
- Enemies: Expect a higher concentration of elite yakuza, including those with martial arts training or powerful charge attacks. You might encounter mini-boss type enemies here, often appearing in pairs.
- Strategy: Focus fire on one elite enemy at a time. use counters and parries to create openings. The Dragon of Dojima Style's powerful counters and grabs are highly effective against these opponents. Conserve some Heat for the upcoming confrontation.
- Common Pitfall: Getting surrounded by multiple strong enemies. Use your quickstep to reposition and separate targets.
- Top Floor (Chairman's Office & Executive Suites):
- Enemies: A final gauntlet of high-tier yakuza guarding the inner sanctum. These will be the toughest regular enemies you've faced so far.
- Strategy: Unleash any remaining Heat Actions. Don't hold back on healing items if your health drops significantly. This is the final push before the main confrontation.
Confrontation: The Architect of Disarray
Upon reaching the highest accessible floor, a pivotal cutscene will trigger, revealing the identity of the high-ranking Tojo Clan member responsible for orchestrating the current turmoil. This individual is Mine Yoshitaka, the enigmatic and ambitious patriarch of the Hakuho Clan, a direct subsidiary of the Tojo Clan.

While a full boss fight with Mine doesn't occur at this exact moment, this confrontation sets the stage for future conflicts and deepens the mystery surrounding the Tojo Clan's internal strife. Kiryu will engage in a tense dialogue, uncovering more layers of the conspiracy and understanding Mine's motivations. Be prepared for a significant plot development that will propel the story forward.
After the intense confrontation and subsequent cutscenes, Kiryu will be forced to retreat or will be otherwise engaged, marking the end of this particular infiltration sequence. The immediate objective will shift, but the seeds of future battles with Mine and his associates will have been firmly planted.
