Pay attention to the 'Trust' and 'Fear' ratings; high trust facilitates alliances, while high fear can deter aggression. If you're planning a war, try to isolate your target by signing non-aggression pacts with their neighbors. Don't underestimate the power of a well-timed declaration of war to disrupt a rival's victory condition, even if you don't intend to conquer them entirely.
