This section details optimal loadouts for various stages of the game, ensuring you're prepared for every encounter. Remember, inventory space is precious, so prioritize wisely!
Early Game: Raccoon City Streets & Downtown
Your initial journey through the burning streets and the Raccoon City Police Department (RPD) is about survival and resource gathering. Conserve ammunition where possible, and prioritize acquiring key weapons early.
- Primary Weapon: M92F Handgun. This is your starting weapon and will be your workhorse for most standard zombie encounters. Aim for headshots to conserve ammo.
- Secondary Weapon: Shotgun. This weapon is crucial for taking down groups of zombies or dealing significant damage to tougher foes like the Nemesis.
- Acquisition: The Shotgun is located in the S.T.A.R.S. Office within the RPD. You will need the S.T.A.R.S. Key (found in the RPD's Main Hall, behind the counter) to access this room.
- Utility Slot 1: Grenade Launcher (Explosive Rounds). Explosive Rounds are excellent for stunning Nemesis or clearing tight groups of enemies.
- Acquisition: The Grenade Launcher is found in a storage room on the second floor of the RPD. You will need the Lockpick (acquired from the dead mercenary in the RPD's Main Hall) to open the door.
- Utility Slot 2: First Aid Spray. Always carry at least one. Healing is paramount.
- Key Items: As needed for puzzles (e.g., Lockpick, Lighter Fluid, Wrench). Deposit these in an Item Box once their immediate use is exhausted.
- Ammunition: Prioritize Handgun Ammo and Shotgun Shells. Keep a stack of at least 30 Handgun rounds and 15 Shotgun shells on hand.
Strategy: Use the Handgun for single zombies, aiming for headshots to conserve more powerful ammunition. If Nemesis appears, try to evade. If evasion is not an option, use a few Shotgun blasts to knock him down and create an escape route. Mid-Game: Clock Tower & Hospital
As you progress, enemies become more varied and dangerous. Nemesis encounters will be more frequent and intense. You'll also gain access to more powerful weaponry and specialized Grenade Launcher ammunition.
- Primary Weapon: M92F Handgun (upgraded if possible). Continue using this for standard threats to conserve heavier ammo.
- Secondary Weapon: Shotgun. Still vital for crowd control and dealing with Nemesis.
- Heavy Weapon: Grenade Launcher (Acid Rounds / Flame Rounds).

- Optional Weapon: Magnum. This powerful weapon is a game-changer for Nemesis fights, though ammo is scarce.
- Acquisition Option 1 (Early): If you choose to fight Nemesis in the S.T.A.R.S. Office (a "Live Selection" choice), you can acquire the Magnum earlier. This requires defeating him in that specific encounter.
- Acquisition Option 2 (Standard): The Magnum is typically found in the Hospital's operating room.

Late Game: Dead Factory & Final Confrontation
The final stretch is a gauntlet of tough enemies and the ultimate showdown with Nemesis. Maximize your firepower and healing capabilities, as resources will become increasingly scarce.
- Primary Weapon: M92F Handgun. Still useful for weaker enemies or to finish off nearly defeated foes, but your heavy weapons will do most of the work.
- Secondary Weapon: Shotgun. Essential for clearing paths, dealing with multiple threats, and providing reliable damage against most enemies.
- Heavy Weapon 1: Grenade Launcher (all ammo types). Carry a good mix, especially Acid and Flame Rounds.
- Explosive Rounds: General purpose, good for stunning.
- Acid Rounds: Crucial for Nemesis and other biological weapons.
