Understanding the strengths and weaknesses of Raccoon City's infected populace is paramount to survival in Resident Evil Outbreak. This section details common enemy types, their general health pools, and crucial resistances or vulnerabilities to different weapon types and status effects. Remember, conserving ammunition and utilizing environmental hazards are key strategies, especially when facing tougher foes or playing on higher difficulties.
Common Infected (Zombies)
The ubiquitous shambling dead are your most frequent adversaries. While individually weak, their numbers and ability to infect can quickly overwhelm an unprepared team.
- Health: Low to Medium. Varies slightly between different zombie models (e.g., civilian vs. police officer zombies).
- Weak Points: Headshots are always the most effective. A well-placed shot from a Handgun or Shotgun can often down a zombie in one hit.
- Resistances:
- Melee Attacks: Generally effective for staggering, but rarely a one-hit kill unless using powerful weapons like the Iron Pipe or Axe.
- Fire: Highly effective. A single Molotov Cocktail can often clear a small group. The Flamethrower (when available) is devastating.
- Acid/Corrosive: Not a primary weakness, but grenade launcher rounds will deal significant damage.
- Strategies:
- Headshots: Prioritize headshots with any firearm. Aiming for the head with the Handgun will conserve precious ammunition.
- Crowd Control: If facing multiple zombies, a Shotgun blast can knock down several at once, giving you breathing room. Molotov Cocktails are excellent for groups.
- Avoidance: Sometimes, the best strategy is to simply run past them, especially if you're low on health or ammo. Use doors to your advantage to create distance.
- Environmental Kills: In scenarios like "Outbreak," pushing the large sign in the Bar or using the exploding barrels can instantly eliminate groups.
Cerberus (Zombie Dogs)
These infected canines are fast, agile, and attack in packs, making them a significant threat in cramped corridors.
- Health: Low.
- Weak Points: Headshots are difficult due to their speed and low profile, but still the most damaging.
- Resistances:
- Melee Attacks: Risky due to their speed. Only attempt if you have a powerful melee weapon and good timing.
- Fire: Moderately effective. A Molotov can take out a few, but their speed makes direct hits challenging.
- Strategies:
- Shotgun: The Shotgun is your best friend against Cerberus. Its wide spread can hit multiple dogs or guarantee a hit on a single fast-moving target.
- Submachine Gun: If you have a Submachine Gun, its high rate of fire can quickly dispatch them.
- Stagger and Shoot: If using a Handgun, try to stagger one with a body shot, then follow up with a headshot while it's stunned.
- Doors: Use doors to separate them or to create a choke point where you can hit them as they enter.
Licker
Blind but with acute hearing, Lickers are deadly close-range attackers that can scale walls and ceilings.
- Health: Medium.
- Weak Points: Their exposed brain is a critical weak point.
- Resistances:
- Melee Attacks: Extremely dangerous to attempt. Avoid at all costs.
- Fire: Effective, but difficult to apply consistently due to their movement.
- Strategies:
- Silence is Golden: Walk slowly or crouch to avoid alerting them. If they don't know you're there, you can often bypass them entirely.
- Shotgun/Magnum: If combat is unavoidable, a Shotgun blast to the head or a Magnum round will put them down quickly.
- Grenade Launcher: Flame Rounds or Acid Rounds from the Grenade Launcher are highly effective.
- Environmental Kills: In "Below Freezing Point," the liquid nitrogen can instantly kill Lickers if they are lured into the blast radius.
Hunter
Fast, aggressive, and capable of instantly killing with their "jump attack," Hunters are a major threat in later scenarios.
- Health: High.
- Weak Points: Their head is a weak point, but difficult to hit consistently due to their erratic movements.
- Resistances:
- Melee Attacks: Not recommended. Their speed and damage output make close combat extremely risky.
- Handgun: Ineffective. You'll waste too much ammo.
- Strategies:
- Magnum: The Magnum is the most reliable weapon against Hunters, often taking them down in 2-3 shots.

- Melee Attacks: Ineffective and dangerous.
- Fire: Highly effective.

- Shotgun: The wide spread of the Shotgun makes it easier to hit them while they're flying.
- Flame Rounds: The Grenade Launcher with Flame Rounds is excellent for quickly dispatching G-Mutants.

Eliminator
These primate-like creatures are incredibly fast and aggressive, often appearing in "Underbelly."
- Health: High.
- Weak Points: Their head, but difficult to hit.
- Resistances:
- Handgun: Very ineffective.

- Strategies:
- Magnum: Your best bet. 2-3 shots will usually take them down.
- Shotgun: Can be effective at close range, especially if you can get a headshot.

- Stun Grenades: If available, a Stun Grenade can temporarily incapacitate them, allowing for free hits.
- Run: If you're low on powerful ammo, running is often the safest option.
Tyrant (T-002)
The ultimate biological weapon, encountered as a boss in "End of the Road."
- Health: Very High.
- Weak Points: The exposed heart on its chest.
- Resistances:
- Small Arms: Highly resistant to Handgun and Submachine Gun fire.
- Melee Attacks: Completely ineffective.
- Strategies:
- Magnum: Your primary damage dealer. Aim for the heart.
- Rocket Launcher: The ultimate weapon against the Tyrant. If you can acquire it, it's a one-hit kill.
- Grenade Launcher: All rounds are effective, especially Acid Rounds.
