Best Early Laws

To propose a law, you first need a Council. Once you have one, you can choose from four categories: Survival, City, Society, and Rule. Each category has three sub-categories.

Laws are initially limited but can be unlocked by researching ideas in the Idea Tree or when a Faction/Community proposes them. You can change laws later, but there will be repercussions for the factions.

Best Survival Laws: Enact Foraged Additives (Food Additives) for free Food with no downsides. Durable Goods (Goods) reduces demand for goods with no downside, helping prevent Crime. Heat Overclocking (Waste Heat Conversion) increases efficiency with no downside. Machine-Centric Shifts (Worker Shifts) decreases Workforce requirement, though it increases Squalor.

Best City Laws: Under Welfare (Basic Necessities), choose Paid Essentials for increased Product Efficiency and Heatstamps Income with no downsides. In Citizenship, select Accept All Outsiders for larger population growth. Heatpipe Watch (Community Service) reduces Heat Demand by -20 everywhere. All Do Maintenance (Maintenance Duty) reduces Materials Demand and Tension.

Best Society Laws: Mandatory School (Childhood) is imperative as it increases Research Speed, crucial for unlocking advanced buildings and more in the Idea Tree. Conservative Treatment (Treatment) decreases Disease with no downsides.

Best Rule Laws: You can go down two trees in this section. Prioritize Guided Voting to help pass laws more easily without as many promises or favors. Next, enact Guard Enforcers to assist in Frostland events and keep Crime down.
