- 1To propose a law, you first need a Council. Once you have one, you can choose from four categories: Survival, City, Society, and Rule. Each category has three sub-categories.

- 4Best City Laws: Under Welfare (Basic Necessities), choose Paid Essentials for increased Product Efficiency and Heatstamps Income with no downsides. In Citizenship, select Accept All Outsiders for larger population growth. Heatpipe Watch (Community Service) reduces Heat Demand by -20 everywhere. All Do Maintenance (Maintenance Duty) reduces Materials Demand and Tension.

- 6Best Rule Laws: You can go down two trees in this section. Prioritize Guided Voting to help pass laws more easily without as many promises or favors. Next, enact Guard Enforcers to assist in Frostland events and keep Crime down.
