As your city grows, citizens will expect more than just basic shops. They will begin to demand public services. Initially, this means providing Health and Leisure services. You will unlock a basic Health center and a Basketball court, which are the only buildings available at this stage. As your city expands further, more advanced services and buildings will become available, so it's crucial to keep an eye on citizen satisfaction through their Info panels, which will indicate any lacking services.

When placing service buildings, hover over the map to see their projected coverage on the roads. This will help you find the optimal location. Remember that public services are for citizens only, so avoid placing them in industrial areas.

New types of services become available as your city reaches certain population milestones:

  • Education: Required at 5000 population.
  • Security: Required at 10000 population.
  • Fire services: Required at 20000 population.

Beyond public services, managing utilities is also critical. At 5000 population, you will unlock utility buildings such as Power plants, Waste disposal facilities, and the ability to exploit Water and Oil resources. These buildings have high maintenance costs, so ensure your city has a positive cash flow or sufficient tax income to support them. It's often more economical to specialize in one or two utilities and import the rest, especially if your map has specific resources like Water or Fuel. Developing a resource chain can significantly increase production capacity and profitability.

At 5000 population, you will also unlock Manufacturing Industry, which offers higher taxes and less pollution than basic factories, but requires higher-skilled workers. Additionally, Medium density residential buildings for Skilled Workers become available, which house more citizens but are more expensive to build.
