Here’s the deal with the crates: The cranes will drop large brown crates onto the dock. These are worth 3 freight units each, and they're your main target. Watch out for red crates, though – they explode on contact! Green crates are also a no-go, as they spawn Zombies. If a big brown crate lands on the dock, it'll break into three smaller crates, each worth one freight unit. Your best bet is to try and have the large brown crates land on you so you can grab them quickly and get those extra freight units.

To load a crate, go to the loading dock at the very top of the area. You'll need to toss the crate onto the boat by throwing it left or right while you're standing at the end of the dock. Focus on those big brown crates and try to avoid the red and green ones if you can. Only deal with the Zombies if they start to overwhelm you.

Once you successfully load all the required freight, Hibari will finally give you those disguises, and you'll snag an Achievement for your trouble. Nice work!
