Enter Neon Alley and proceed through the main path until you reach the large, open plaza with the central fountain.

Look for a narrow alleyway to the left of the main path, just before the plaza. This alley is partially obscured by a dumpster.

Follow this alley. It will lead to a series of platforms on the side of a building.

Carefully jump across these platforms. The first set leads to a small ledge with a health pack.

Continue jumping across the next set of platforms. These will lead you to a higher vantage point overlooking the plaza.

From this vantage point, you can see a glowing symbol on the rooftop of the building opposite. This is the entrance to a secret passage.

Jump across to the opposite rooftop. The passage entrance is a shimmering portal.

Entering the portal transports you to a hidden area containing a rare weapon upgrade and a lore collectible.
