Complete the first two Lieutenant side missions for each boss to raise their loyalty.
  3. 3

Tips
  • At maximum loyalty, an underboss will give you a 2% kickback of their income.
  • Loyalty can drop if you assign two consecutive districts to other bosses without giving one to the underboss in question.
  • Loyalty will also drop if you assign a racket to an underboss and then assign the district containing that racket to a different underboss, effectively taking the racket away from them.
  • As loyalty drops, the kickback percentage decreases from 2% to 1.2%, then 0.8%, and eventually to $0.
