Once you're ready to leave Cerulean City, head north-east from the Pokemon Center. You'll see a Squirtle causing trouble for an officer. After she chases it, go into the building and through the hole in the wall to find a Team Rocket Grunt. Take him on!

Defeating him earns you TM10 - Dig! Now, to leave town, head south-east. You can't go down the main path yet, but you can go south along the right side of the city. Follow the path as it turns left, and keep heading west until you reach the edge of the city. There's a Burn Heal item waiting for you there. Head east, and you'll see a ledge. Jump down it to reach the next route!
