Once you're inside the library, look for the Librarian. He's usually found behind his desk. You'll need to have a specific Kinstone fusion with him to get this coin.

The Kinstone fusion you need is with the Town Minish who is looking for his lost Spectacles. You can find this little guy in the Hyrule Castle Town - South Street area, near the fountain.
